“I don’t think there’s any difference (between spying and surveillance). If Im the person whose cafe or whose hairdresser or whose gym is being spied on by the NYPD – they’re taking notes they’re seeing who goes there they’re seeing which TV stations are playing in the cafe – to me, that’s just a distinction without a difference."
